Dirty money in gambling and betting

all 13 active portals of the country’s banking system have been abused in this way. After charging the account and playing the game, when a person loses, the money is transferred to a regular account in one of the Iranian banks. The money then leaves the country by being converted into currency or digital money.

Gambling and betting is not a new phenomenon. According to the official statistics, the turnover of gambling sites is between 9,000 and 12,000 billion Tomans. From this, it can be easily understood that we are by no means encountering a simple phenomenon with a godfather behind the scenes, a few support teams and a number of deceived people. Such a system, whose turnover is many times the planned budget of the Iranian Ministry of Sports for the year 1400, is a multi-faceted system that could not have been formed without the support of some powerful and influential people in the official organs of the country.
When a gambling site is launched and gains the necessary credibility to attract an audience, people will enter the panel to play. They need to top up their account to get started. Each betting panel has several ways to pay and receive money. This is done through card to card, voucher, digital currencies or banking portals. Follow-ups show that all 13 active portals of the country’s banking system have been abused in this way. Well, the question is: “How does the electronic card payment network (Shapark), which operates under the supervision of the Iranian Central Bank, serve these gambling sites?” Such a service is done in two ways. First and foremost, any person or business must be approved by the competent authorities and then, receive a token of trust in order to have an online payment gateway. However, some people may rent a portal for an authorised business, such as a bookstore and then, sell or rent their portal to a gambling site. The second way is that an interface page is designed on gambling sites to connect to Shaparak. This interface page takes a person’s bank account details and then, transfers money as a regular customer through a registered and licensed portal, by itself.
When money is collected in an account, it leaves the country by converting it into digital currency or electronic money that cannot be tracked. This is called money laundering which is the most important process in transferring dirty money abroad. Dirty money is the money earned from illegal work. In many countries, including Turkey, it may not matter how the money comes from other countries, but to use this money in countries such as the United Kingdom, Spain or the United States, it is important to prove that such a money is not dirty. 
There are some exchange offices in Iran that carry out the operation of converting the losers’ Rials into electronic currencies or digital currencies and sending them abroad. Many of these exchange offices are official and licensed by the Central Bank of Iran. Currencies exchanged by such exchange offices are in no way identifiable through other countries, particularly since Iran is not a member of the FATF either.
After the money is transferred abroad, the plaintiffs can only track their stolen money through the rental accounts. This is why many people who have rented their bank cards face complex legal problems. They must be held accountable for the money stolen from their account. While those who rent out their cards are mostly from the weak strata of society and are willing to rent their bank card to others due to poverty. On the other hand, however, the process of identifying the culprit money changers is very easy, since the number of money changers in the society is limited, and among them you cannot find many who convert billions of Tomans into digital currency every single week!
